Bill was born in Toronto, Ontario, Canada, on February 17, 1923. After completing his undergraduate education, he entered the Toronto School of Medicine in 1941 and graduated in 1946. While in medical school, he served in the reserves in the Royal Canadian Army Medical Corps and the Royal Canadian Air Force. An excellent student and athlete, he participated in several sports, including football, track, soccer, and water polo. After completing a rotating internship at the Vancouver General Hospital in Vancouver, British Columbia, he continued his postgraduate education with residencies in pathology at St. Luke's Hospital in New York City in 1947 and at Montreal General Hospital in 1948.
